DESARROLLO METODOLÓGICO DE LA INVESTIGACIÓN DE ACCIÓN PARTICIPATIVA (IAP) PARA LA FORMULACIÓN DE PLANES SECTORIALES DE TURISMO CON ENFOQUE SOSTENIBLE

Abstract

El propósito de este documento es presentar el desarrollo metodológico de la Investigación Acción Participativa (IAP) como una metodología cualitativa, práctica y útil en la formulación de planes sectoriales de turismo con enfoque sostenible, que se apoya en la Cartografía social, el Mapeo de Actores Clave (MAC) y el Marco Lógico (ML), tal es el caso del Municipio de Colosó, Sucre, Colombia. En el estudio se destaca que la IAP busca replantear la histórica relación sujeto – objeto, de esta manera, se prefiere entablar un diálogo sujeto – sujeto, en el cual lo esencial es lo que piensan, creen, necesitan y desean las comunidades. Esta metodología de investigación social implica el análisis del problema, proponer formas de solución e ir a la acción con las comunidades como agentes activos del cambio. Para la construcción del Plan Sectorial de Turismo con enfoque sostenible, en este caso de estudio se abordaron 3 etapas: el diagnóstico participativo, la construcción de la hoja de ruta y la propuesta del Plan sectorial de Turismo con enfoque sostenible. Los resultados del estudio evidencian que con la aplicación de la IAP, las comunidades y grupos de interés local pasan a ser parte importante y activa en la formulación de proyectos que impulsen la actividad turística.

This document presents the Participatory Action Research (IAP) as a practical and useful methodology to be applied in the formulation of sectoral tourism plans, it is qualitative, it is supported by Social Cartography, the Mapping of Key Actors (MAC) and the Logical Framework (ML). The IAP seeks to rethink the historical subject - object relationship, in this way, it is preferred to establish a subject - subject dialogue in which the essential is what the communities think, believe, need and want. This methodology of social investigation implies the analysis of the problem, proposing forms of solution and going to action with the communities as active agents of change. For the construction of the Tourism Sector Plan with a sustainable approach for the case study, three stages were addressed: Participatory diagnosis, the construction of the road map and the proposal of the Tourism Sector Plan with a sustainable approach.
