Para lograr este objetivo, se identificaron los elementos configurativos de la reparación integral de acuerdo con la Ley 1448 de 2011; en ese sentido, se buscó, mediante una revisión documental jurídica de tipo descriptivo reconocer de qué manera una persona puede considerarse víctima y por consiguiente, sujeto de reparación. Acto seguido, se presenta un diagnóstico de los procesos de resarcimiento integral a las víctimas del conflicto armado, desarrollados en el Departamento de Sucre, durante el período 2020 a 2023. En este momento, se revisaron las políticas públicas incluidas en el Plan de Desarrollo Departamental 2020 2024, con el fin de reconocer las acciones gubernamentales durante el cuatrienio en esta materia, de igual forma se revisó el Registro Único de Víctimas para observar el comportamiento de los datos en la atención a las personas sujeto de reparación. Finalmente, se realiza un seguimiento de la reparación integral a las víctimas del conflicto armado de conformidad a la Ley 1448 de 2011, en el Departamento de Sucre, durante el mismo periodo, concluyendo que las medidas de reparación recibidas por las víctimas entre los años 2020 a 2023 no satisfacen la reparación integral establecida en la Ley 1448 de 2011, tanto en el total de víctimas como en una atención de calidad, no obstante se reconoce que existe un avance progresivo durante el cuatrienio estudiado. El trabajo.This work focused on analyzing the main challenges faced in the comprehensive reparation process for victims of the armed conflict in the Department of Sucre during the period 2020-2024. To achieve this objective, the configurative elements of comprehensive repair were identified in accordance with Law 1448 of 2011; In this sense, we sought, through a descriptive legal documentary review, to recognize how a person can be considered a victim and, therefore, subject to reparation. Next, a diagnosis of the comprehensive compensation processes for victims of the armed conflict, developed in the Department of Sucre, during the period 2020 to 2023, is presented. At this time, the public policies included in the Departmental Development Plan were reviewed. 2020 2024, in order to recognize government actions during the four-year period in this matter, the Single Registry of Victims was also reviewed to observe the behavior of the data in the care of people subject to reparation.
