Para ello, se apoyó en una metodología de enfoque cuantitativo a través del cual se analizaron las cifras entregadas por Alcaldía de Villavicencio y MEVIl, posterior a ello, se construyó la entrevista como instrumento que reunió información de los ciudadanos sobre el CNSCC y de esta manera poder analizar la efectividad del mismo, para ello, se solicitó información a la Alcaldía de Villavicencio y la Policía Metropolita de Villavicencio - MEVIL, para revisar e interpretar las cifras de las acciones desarrolladas entre el periodo 2020 – 2022. Los resultados dejaron ver en primer lugar que tanto la administración municipal como la Policía Nacional han realizado programas de sensibilización sobre la cultura y la convivencia en colegios sobre derechos humanos, además se conoció la asignación presupuestal que se destinó para ello; por otra parte, los ciudadanos expresaron que pese a las acciones de intervención de la policía aun la inseguridad en la ciudad de Villavicencio es alta, motivo por el cual, consideran que es mucho el trabajo que deben realizar las instituciones para alcanzar un nivel de efectividad. Por último, se concluye que la incidencia delictiva y los indicadores de convivencia reflejaron niveles de participación, creación de redes de trabajo comunitario, pero aún no alcanzan un nivel de efectividad, al considerar otros factores de inestabilidad que se asocian a la economía nacional, tales como la migración desde otros territorios y la falta de inversión social por parte del Estado para ampliar la cobertura a los programas de atención a la ciudadanía.
