Se trata de una investigación descriptiva correlacional de tipo cuantitativo, con diseño no experimental transeccional realizada en 17 Instituciones y Centros Educativos (unidades de estudio) del sector oficial (rural y urbano), a través de un documento escrito tipo cuestionario, que reunió cuatro variables (Ruta, Esquema, Condiciones de Atención y Construcción del PIAR), discriminadas en 38 ítems. Se realizó una encuesta por cada unidad de estudio a un designado por la misma. La información fue tabulada y procesada con Software Estadístico SPSS y la herramienta de cálculo Excel. La prueba de Chi cuadrado se utilizó para correlación de variables con un nivel de confianza del 95%. Se valida la hipótesis alternativa inferior al 50%, es decir, existe una implementación por debajo del cumplimiento estimado, registrando un índice de 26.5% relacionada con la implementación del decreto 1421 de agosto de 2017 a Pcd en el sector oficial del municipio de Cereté - Córdoba para mayo del 2020. Existe independencia de las variables en su desarrollo, por consiguiente, no se está cumpliendo de manera efectiva el acceso, permanencia y calidad del servicio para las Pcd, vulnerando derechos humanos (igualdad y educación).This research provides relevant information on the state of implementation of Decree 1421 of 2017 in people with disabilities (hereinafter Pcd) in the municipality of Cereté Córdoba. It is a descriptive correlational research of quantitative type, with non-experimental transectional design, carried out in 17 Institutions and Educational Centers (study units) of the official sector (rural and urban), through a written document of questionnaire type, which gathered four variables (Route, Scheme, Attention Conditions and Construction of the PIAR), discriminated in 38 items. A survey was carried out for each study unit with a person designated by the unit. The information was tabulated and processed with SPSS Statistical Software and the Excel calculation tool. The Chisquare test was used to correlate variables with a 95% confidence level. The alternative hypothesis of less than 50% is validated, that is, there is an implementation below the estimated compliance, registering an index of 26.5% related to the implementation of decree 1421 of August 2017 to Pcd in the official sector of the municipality of Cereté - Córdoba for May 2020.
